From TV footage it looks like Alameda Corridor ??? I'm guessing that trains are frequently stopped and / or tied down there waiting for room at the Port of LA / LB, or L A area rail yards ???
Yes it is a Federal Crime to steal Interstate Commerce, also InterNATIONAL Cargo. As others have noted, railroads have cut back or eliminated RR Police forces who would investigate and report thefts to U.S. Marshall Service.
