Keep in mind there's a huge difference between the technology required to support the kind of broadcast quality "live" video required by Good Morning America, and the much lower resolution "real time" they use for locomotive cameras.

The locomotive camera technology is pretty much off the shelf stuff, as there's at least two companies right now selling it. The picture quality certainly isn't HD and the image will sometimes jump or stutter, and there's probably a 4 to 5 second lag between the image and transmission, but it works basically as well as CCTV. The hardware isn't that expensive either, and it can use a variety of communications methods, such as GSM or cellular.

I won't comment on the need or purpose, but the technology is easy and ready.
