Finally after seven responses of complete and utter bullshit, does someone finally get the correct answer.

This used to be a paper mill. Lots and lots of crap in the ground. Frankly they should have built this facility in Eugene where there is an existing railroad yard that sits empty, but politicians got their way and cleared out what could be a thriving industrial center for acres of asphalt. Except for a significant hurdle of a pipeline that has to be relocated. We'll see how many shippers actually use this facility or if it's another boondoggle project.
