Not necessarily as I understand it. The Modesto & Empire Traction decided to replace its fleet of 70-tonners with more modern power. They took advantage of a program funded by either the California or Federal government, I don't remember which right now, that helped pay for the new power. One of the conditions attached to the funding was the permanent disabling of prime movers in the older locomotives the new power replaced, and several of the 70-tonners were accordingly treated. They were free to sell the rest, the buyer ended up being Mobile Grain/Lost Mountain Railway.
