SMART vs Marin Trolley

I keep thinking that the most likely nonbuild of the Marin trolley is a vindication of going the SMART route. IE diesel, no electric, using existing tracks gives us for 70 miles, 540 million in upfront costs, 7.74 million per mile. The Trolley which I would still love to see going, is 6 miles, costs from 60 to 90 million up front costs, or 10 to 15 million per mile.
