It's a Republican-controlled Congress. Did you expect them to let anything that caters to "poor people" below the top 1-10% to continue? It's round one.
BTW, a 64% cut to Amtrak isn't hobbling, it's a shutdown budget. The remaining funding is enough to pay off the contractors who will sue over early shutdown (such as those new Acelas that are about to be delivered, and will never run or, if not already there, be accepted, given the proposal), and to cover the costs of getting rid of the the equipment and property (scrapping and selling things off isn't free).
For the time being, it's theater. Cuts of the order talked about won't pass the Senate or, if they did, would be vetoed.
