"Wig-wag" comes from a Scandiavian word for rocking back and forth in a cradle. Intriguingly, wig wags predate the PE by about 25 years:

The wig-wag feature was that the hand and arm holding the flag swung back and forth at the elbow. No information about any RRs which might have installed it.
