I fail to see any reason or purpose in delaying the startup of the NWP. Personally I don't think it has the proverbial snowball's chance in hell of viability but there are obviously a number of people in the Northbay who want to give it a try. Go for it.

SMART is another story as it will in time require a permanent sizeable subsidy that will divert money from other services. I assume that the sales tax will eventually come up for renewal and they will have a fight on their hands. The subsidy required per passenger will be very high, higher than for other transit services, except maybe for the ferryboats.
