Not north of Willits.

In fact, the only reason that there is a controversy
over track from Lombard to Windsor is that the
environmental organizations believe the real goal
is to get to Island Mtn.

If the NWP Co. signed an agreement that said it
would only operate freight Willits south, the
environmental organizations would likely endorse
the freight plan.
