"Caltrain says it will not publicly discuss the cause of the power outage, but they want to remind people that interfering with wires is dangerous and disturbing train tracks is a felony."

So, they won't discuss it, but I'm guessing someone 'interfered with wires' and 'disturbed train tracks'. Or maybe the one toilet for 500 people filled up.
