Certainly! And we could do a lot worse too.
The TGV is the best of the best in every respect. One other thing about Alstom, is that they now already are a major supplier of much of the best "American" train control technologies (ex GRS), as well as their own; having a significant percentage of the US transit market. They also have in their stable, the best "South American" Technologies as well; which amazingly enough, are a very much improved, descendant versions of the USA's worst.
Any way you go with Alstom, you will be getting the best. Even better yet, it's all off the shelf current production stuff. No need for any re-invention of any wheels, or costly specialty orders.
And no waiting for the perfecting of any PTS like safety devices to go with it. These functions (working perfectly) would already be included in any TGV package deal. They got it from GRS, which is why they bought GRS out in the first place. They now also have South America's version as well, also already perfected.
