Short answer is Yes!
The long answer is that, in order for heavy-rail operations to be conducted on a light-rail line, several FRA waivers are required. These transit systems receive these waivers after satisfying the FRA by implementing policies concerning clear separation between the heavy rail and light rail operations.
Most of these transit agencies achieve this using Temporal Separation. Essentially, these agencies set firm time limits on when there light rail operations begin and end.
Personally, I think this has created serious situations where the FRA has turned a blind eye to operating deficiencies.
