Since the original post provides no real details of what you mean, or what, or where you are referring to, it's really not possible to answer by real BOB2.
In theory, under law, people, private firms, even non-profits could conceivably contract to do lots of things, if they are qualified and have the appropriate skill sets, and there is a market for such a service or good.
If, by "Just the physical work", you mean "operations" by a "recreational" RR on a contracting FRA regulated carrier, then all of the requirements for things like crew qualifications, rules training, drug testing, and such are considerations.
What exact services are "recreational" RR's providing to the "freight" RR on the "contracting" line, that you are referring to?
