I've tried to be discrete. It is a tourist railroad, not a museum or historical society. Its parent company has a functioning freight line on its own separate line but connects to the line of work, but the work is being done under the company's title of the recreational railroad and the freight line is not mentioned in any agreement that is publicly available. It is NOT any of the railroads mentioned before in this thread.
Again, can rail freight be subcontracted to an unaffiliated recreational railroad company with the work being done on a rail line controlled solely by the freight operator? Note: no other railroad company uses the line at issue.
