This scenario sounds like it could just the freight RR or a contractor doing work for the freight RR where it may even be a leased a locomotive for some kind of work.
Also, please define your understanding of a "recreational" railroad? Many tourist rail operators are actual "real" railroads, and there are some that seem to still handle some freight. Some companies like the various Sierra (movies, excursions, and freight) operations would be an example of that sort thing.
Where and when did you hear of this or see this? That might be a helpful clue.
I could see scenarios leasing out a locomotive to the connecting RR might happen for a variety of reasons. I could see situations where an engine used for a "recreational" railroad might be seen hauling freight or doing MOW work on another line, but still more details of where this will be more likely to yield an actual (or at least a more probable) reason.
So, knowing where and when you saw this happening would help the other knowledgeable folks on AP, who might know what is going on at the specific recreational railroad and the freight RR where this is happening.
