Let me diagram that for you.

For decades, travelers have been praying for a more pleasant way to get from LA to San Francisco. Hope once lay in the California High-Speed Rail project, authorized in 2008, which still maintains its promise to get people from place to place in under three hours. But as of 2024, that project only just completed its first phase of construction and won’t be finished until 2030 at the earliest.

She writes about LA to SF. Then says "that project" rather than specifying first phase Merced-BAK. Then says the first phase of construction has been completed (it hasn't been completed.) Then says "won't be finished until 2030 at the earliest." The only way to read that as it is written is that she is referring to LA-SF. Rail geeks may know the differences. And what she MIGHT be trying to imply. Or she more likely didn't do enough homework for this story. But most readers don't know the details and will assume she is talking about the full LA-SF project. And that it might be completed by 2030. But more likely later. Could be is not the same as likely. Or will be. Could be is accurate based on what she wrote.

This is the point of my title. The title is true based on how she poorly worder her story. If we are being generous. More likely she didn't understand the details. Rushed a story she didn't understand because that is today's online media.

This is all clear. Did you not read and think at the same time? Or just skim it too quickly? Looking for a quick nibblet to attack TOMN with. Who is a cancer and worth attacking. But you made an error in assumption.
