what does "completed its first phase" mean? It means it is already finished. So clearly "and won't be finished until 2030 at the earliest" isn't talking about the first phase. It only makes sense if she is talking about the entire LA-SF project.

It was pointed out to u, but u just doubled down. Why should I believe a professor who will ignore the obvious and continue to state a falsehood for some reason?
