I see this CAT 3516 engine is used almost exclusively for fixed generator service, about 2000 KW output.
I know of many Caterpillar generators and smaller CAT engines giving reliable service.
They are an American company with a lot of know-how in the power business.
They just have not had the right formula for success in locomotives.
Maybe as simple as they have earth-mover designers trying to adapt their engine to locomotives. They need to get a design team from the railroad industry.
We all know railroading places unique demands on any machinery.
I guess the Utah Railway tried CAT prime movers in MK5000C/ MK50-3 loco's from Morrison-Knudsen (now MotivePower Industries) without rave reviews.
I hope this test is successful, Cal-P
