SMART is a special district unders State Law- I believe it was a JPA created by legislation, if the legislation specificies a 2/3 vote for the "jurisdiction" and not the "County" then the "jurisdiction" of this agency is the two counties combined. But, I still want to hear Judge Mitsy, Esq. and her "ruling" on this. The water in Novato clearly has something in it to create so much "foaming" in the brain over a train.
