My question is did they literally combine the votes from both counties and then compute a percentage or did they do an average of the percentages of the individual counties vote?

I doubt that either SMART or the HSR could pass in the current climate and I don't see the public purse strings loosening up for a a long time. Remember the out-of-power party usually wins back seats in the off-year congressional elections. Thus I foresee the stimulus as one year only.

Both SMART and the HSR may fall short on funding and have to truncate their schemes.
