Is Dennis Fishwick an "extremist"? No one in Novato thinks Dennis
fits this description.

And to those who write about majority rules? Special sales taxes
require super majorities, which Measure Q surpassed.

The issue raised by Dennis is a technical one related to the formation
of the SMART district. Can such a district be created to circumvent
Prop 13 requirements? The reason is that there is a public record
preceeding the creation of SMART. Rail backers were explicit that
the two-county district should work to circumvent the 2/3 requirement
in Marin County.

However, it's a long shot. There are many multi-county districts (e.g., BART)
where the 2/3 requirement is not impossed on each county within the district.
