I agree with Rich Hunn one hundred percent. Enough on the homeowner already. I have been one who has pressed for the NWP to be a private enterprise operation so it survives as a business or dies as a business. Not something subject to the inefficiencies brought on by the political mentality. I realize if you are going to have something like SMART or some other people mover entity that you will need some form of public subsidy. But don't stick it to the property owner again. You know, there may have been a good reason for the success of proposition 13. No more get everybody else to pay for what a few want. Especially the homeowner who does not use the service. Make it a user tax funded along with transportation money that all the transportation agencies apply for anyway.
