works because it serves job dense locations such as the Board of Equalization, the Capitol, etc
and to the boarding points, fairly intensive residence areas such as Rancho Cordova. And yes, it
seems that everything you read from the Urban Planning Groups et al is that it's their way of
crowding people and jobs in a limited area. In a sense that might be good because it would be at
least possible to localize your tax base to pay for your ride to work.
