Sorry guys, but I too am tired of the tax system wasting our monies on entitlement programs to the detriment of legit services (fire, police, parks and others) that benefit all tax payers.

However, since deferred maintenance is first thing that happens when money is tight, a parcel tax could be passed that would spread the pain (renters would get the pass through)but provide a normal revenue base allowing long range planning, up keep of the property, and allow the entity to build a rainy day fund. Operational costs should be covered elsewhere {farebox). Look we have paid a sales tax for BART that was passed to fund construction that by the way is finished, but we continue to pay as a long term fixed funding source cannot be found. Should a fixed parcel tax be put in place, they would have repaired earthquake damages, extended to Warm Springs, and Livermore, and maybe to the Oakland airport.

Instead they fund from sales tax and due to an economic cycle they are in a fiscal crisis now.
