The belt didn't do near the work of PHL. The belt was comprised of mainly old head's from the PE SP/UP and santa fe who went to the port for an easy job. The port's bought back all the track in and around the port than contracted with PHL as a neutral party to dispatch the port as well as serve it's customer's. The belt was one of the anchor's that held back the port from becoming what it is today.
