As the OP, and to address the questions raised: I still believe the two cars were box cars, not reefers - but again I was moving ~55 mph south and couldn't dwell on them very long. No photos. Wires and struts were too flimsy and low to be any kind of railing or support system. I do believe the cars were on rails, and not on the ground - I'm pretty sure I saw trucks and rails under them. The struts and wires looked very haphazard and unprofessional, so I don't think they were associated with any formal communications system.

Other ideas?
