Interesting that the crossing signals have been removed prior to the abandonment being given the o.k. When I worked for the signal department for SP they got into a similar situation on a long inactive line and the STB made them put them all back before it would even hear the abandonment. Got fined by the FRA too. Watco seems untouchable.
