I suspect everyone here is right about the non-practicality, or even impossibility, of such a restoration at this date. But it would indeed be awesome; I remember a family vacation in Wyoming in the late 1960s, when I was 7 or 8, and my dad (an EMD foreman at the time) pulled the car off US 30 to watch a big turbine, like the one at Union, scream by. It was like nothing I've ever seen since, and it remains vivid in my brain to this day.
