The best way for "civilians" to stop a train is to do just exactly what Drew Jacksich did. And we all should be prepared to do just that. And carrying the requisite phone numbers with us could hardly be construed as ill intent.

BTW; stopping of trains by any means when not a genuine emergency; or dropping the crossing signals or block signals when not in the act of maintaining them, is specifically a Federal crime, carrying huge fines and imprisonments.

Even shunting out the track for what you reasonably thought an emergency, could land you in Federal Court to explain yourself. Hopefully, the judge will be reasonable when you give your honest and reasonable explanation. But I wouldn't bet on it - as my lawyer once told me, "The courtroom is always a crap shoot!"
