I believe the current unrestricted height standard is 23 feet above level track, to allow double stacks & auto racks. Even the late , great Milwaukee Road raised their 18 foot high wire to 22 feet in the 1960's to allow auto racks all the way to their Kent, WA facility. BTW, the Milwaukee learned the hard way to lower the radio antennas on top deck autos, after they showed up in Kent with a little pile of ashes in the dashboard where the radio had been . :-)
