This tunnel has been extended (slightly) two times since it was first built, but that doesn't explain how it could have been 8 miles at one time. Perhaps 8 miles was considered accurate enough for a portal sign.

And Google provided a (1956)!!! Popular Mechanics article discussing installation of the fan system (with a couple of B&W photos, including one that clearly shows the portal sign displaying "8 miles"):
