Well yes, one could say that citizens have objected to smoke from steam locomotives for nearly 100 years dating back to the time when the NYC was forced by city or state legislators to convert to electrics for its New York City passenger operations or to the post-World War II period in Pittsburgh when the PRR was under heavy pressure (even from some in the business community) to convert to diesel.
I get my facts about environmental groups through professional and personal involvement with them and stand by my original statement with respect to my facts.
However, I have no knowledge of positions taken by individual chapters and therefore have no basis to respond to your assertion. If you name the steam operation in question, then I can check the facts.
Its interesting to note that the states with the greatest number of steam-powered tourist operations are CA and CO both of where there are very large populations of people concerned about environmental issues. On the other hand, states which are not known for the environmental activism - Mississippi, Alabama, Oklahoma, South Carolina, Idaho, Lousiana - do not have extensive steam operations, if they have any at all. Wyoming, also not a hotbed of environmentalism, only gets steam the few times a year UP runs the 844 or 3985.
