I don't know what media you use, but I seem to hear about these things quite a bit. And whatever I don't read in the print media is often on the internet.
Its silly to lump magazines like Trains and Railfan & Railroad in with other media. Both published articles on various challenges to steam operations like insurance, inability to get access to Class 1 railroads, lack of customers for tourist/museum operations and problems securing passenger cars for main line excursions. Why would these two magazines specifically avoid discussing environmental issues? The answer is they don't - Trains had an article about the D & S mentioned above.
That is - not until after

CSX, NS and CN are making the decisions to ban steam from their lines, not judges or councils.
