It's curious (but not really) there is not one mention in NCRA's press release that by February 2001, the NWPY had restored the line to service as far as MP 43, was well on its way to reopening to Windsor, had passed all of FRA's Emergency Order 21 requirements for partial relief, and had established a solid (albeit slow) growth curve -- that is, until the NCRA welshed on its contract. Maybe the oversight is because NWPY accomplished all that for less than $1 million of private capital.
