OK, now you guys have made me start thinking (something I prefer not to do), and I have some questions.
1) Maybe it's already been stated in one of the many threads, but has NCRA actually stated their plans concerning who's going to operate the freight service? My understanding is the recent work trains were operated by the contractor doing the work. Will they also be operating the trains, or is NCRA seeking bids from outside operators? Or will NCRA operate it themselves and hire their own employees?
2) My very fuzzy recollection is that NWPY missed several pay periods towards the end. Once the assets were disposed of following the shutdown, did the employees receive any of the compensation owed them?
3) In reading E.O. #21, I can find no mention who which entity was responsible for the incidents of non-compliance - NWPY/Rail-Ways, Inc., or NCRA. Were the non-compliance issues the result of NCRA being unwilling (or unable) to release payments to NWPY, or did NWPY simply not do the required maintenance (whether the payments were inadequate or otherwise)?
