Since the NWP (or whatever you call it this week!) isn't really a railroad yet until the FRA gives its blessing, they would probably be best off by contracting with the CFNR to provide the service until they finally go broke in a couple of years (weeks) once the Feds allow them to start.
This would eliminate having to qualify train crews, track inspectors, etc. as well as find locomotives and maintenance forces. They could contract out track maintenance as well as signal inspections. They will also need to find office staff competent enough to file the monthly FRA accident and other reports.
I still don't see how they intend to make any money...a shortline having to connect with another shortline to access the Class I has very seldom (if ever) worked without a subsidy from the shippers or government entity.
