Kendall-Jackson made a smart move to build their warehouse on a major rail line, and not for example taking any risk of delayed completion from NWP's reactivation. However even if NWP traffic starts very slowly, I wouldn't sweat over the money spent on NWP, it is a relatively good investment, as far as California state spending is concerned.
