I live in Gallup and see it on a regular basis. I have not been able to figure out why some stack trains get power on the tail end and others do not. On the intermodals, I do believe it has more to do with braking than power. The air can travel from both ends rather than just the front, which should put the brakes on faster. Of course I am just speculating.
