AFAIK Larkspur has opposed the whole concept of SMART from the outset even tho political pressure was brought against them to go along with the program before the election. Larkspur doesn't want to be the terminus. And apparently ABAG was threatening the town with a requirement to build more low income housing if SMART goes in. Low income housing is about as popular in toney Marin as a leper colony.
The bridge over Sir Francis Drake is gone and I believe the claim has been all along that there is no money to rebuild it. Again the town may be opposing a more elaborate station closer to the ferry terminal. No matter what amenities are promised the train-ferry transfer is going to exact a time penalty.
My impression is that neither Larkspur nor San Rafael is interested at all in any kind of touristy "wine trains" in their jurisdictions. San Rafael is worried about tie-ups of 2nd, 3rd and 4th Streets by regular "heavy" passenger trains. That is why SMART is so enamored of dmu's.
To my mind SMART is mostly nostalgia and wishful thinking. Both train-ferry and train-bus operations were abandoned around 1940 and in more recent times Golden Gate gave up on dedicated bus feeders to the Larkspur ferry terminal.
Marin transit issues are pretty well covered in the Independent Journal. But it gets boring after a while when after reading the readers' comments you realize that there are two main schools of thought on transit in Marin: one hardcore pro-freeway and anti-transit and the other hardline BART to Marin supporters. My impression is that many Marinites view SMART as ineffectual and mostly benefitting Sonoma County.
