1) The Larkspur CC has always seen SMART as an expensive non-solution to a complex problem (peak commute congestion on Hwy 101). This view goes all the way back to 1998 when SMART's predecessor was considered.

2) Consequently, because it didn't really solve anything, Larkspur was not willing
to sacrafice its land-use planning process on behalf of SMART.

3) One of the prime motivators was the Larkspur CC understood what a SMART
terminal would mean to the state mandates for low-income housing, which the CC
is still opposing.

4) The Larkspur station site was picked over Larkspur's objections

5) Also opposing the site was Marin Airporter, because it will significantly reduce its parking. (The Airporter may ultimately have to move locales.)

6) SMART has no funding for the forseeable future for any bridge over Sir Francis Drake.

7) However, there is $million in non-motorized funds floating around and discussion of
creating a bike bridge over Sir Francis Drake.

8) SMART has row south of Sir Francis Drake, including the draw bridge over Corte Madera Creek and is ensuring that it keeps options open for the future. However, it has neither the funds nor the inclination to build a trestle over SFD blvd to link to that row.
