Depends on vendor, Yellowstone pipeline terminates at Pasco, runs through Spokane, STAN, you maybe could have hit a better deal by getting a rate from the Cenex refinery in Montana to Pullman, their per gallon cost would be cheaper direct from refiner and not paying for pipeline or barge. Bulk plants in Spokane do that sometimes, and that might be how the fuel moves to the East Lewiston bulk plant.
