An excellent question, dan. I have never heard that it was plugged, & I have talked to Foamers who have hiked to the top of the opening, due North of Stevens Pass summit. I believe it can be reached on the Pacific Crest Trail. However I do not personally know if the bore was plugged after its' use in construction was over.
