That was an excursion (that ran for three years) sponsored by ODOT. P&W wasn't even supposed to run it, it was supposed to be an Amtrak operation.
That said...yes, it was run by the P&W, but otherwise no P&W run excursions for the public (i.e. the old Pacific Northwest Chapter NRHS and the SP&S 700 trips) have run in a long, long time. The recent moves of the 700 and the 4449 on P&W rails were purely private runs.
