Why, because Union Pacific has made it fairly clear to most people that they have their own steam locomotives, others need not apply. It's their railroad, they make the rules. Having said that, might there be an exception? Perhaps, but I'd only be willing to bet your paycheck on it, not mine.
Having said this, BNSF can utilize their trackage right agreements to run "foreign" steam over UP owned rails as required.
