Actually, the Connect Oregon program does allow out of state investment as long as its primary benefit is improving transportation in Oregon.

It sounds like they didn't make their case to justify buying the line. ODOT is the first step in the revue process, and I know of another rail project they asked for additional information on to prove there is a demand.

You have to play the game to get on the gravy train!
