I don't believe there was ever any real plan for private investors to put up any risk capital for the CHSRA scheme. Some form of tacit taxpayer guarantee was always intended.

Any investor who would advance money to Kopp, Diridon, Bechtel et al without doing their own in-depth investigation deserves to be enronned.
