Um, was that a sarcastic remark or are you thinking of a different shooting?

From Eugene's NBC affiliate, the incident occurred near 2nd and Cleveland - this is about 1300 feet SE of the crossing of the P&W's OE District and the Coos Bay Line.

I haven't been to Eugene in a few years but I'd agree, that area isn't the greatest (it's boxed in by railroad tracks and Highway 99, and is a small residential island in an otherwise industrial area). I never had any problems there before, but I also never stuck around for very long.

Maybe it's time for P&W to start a police department...
