From someone who I'm pretty confident knew the area well in 1969 and works it on a daily basis now:
"That is on the portable ramp track at the Tacoma freight house. The building is located at Portland and Lincoln Avenues. It is now Tripak. The building in the background is Hygrades Meat Packing. It had holding pens in it for hogs and cattle. The farthest track was called Carstene's (forerunner to Hygrades)lead and it went to the stock chutes. I bet they were really careful getting it there, as those DD40s didn't do tight curves very well. I think that track is actually the one that is now used to load center beam flatcars. "
