Boardman fires Portland, so that one is not affected (unless Oregon's government passes something equally idiodic). Heck, enough nimrods in this State also passed an initiative last fall that states that a certain (very high) percentage of the power must be generated by "renewable sources"--and then did NOT include hydroelectric as renewable. You Californians now know why your State passed a similar anti-coal decree--because all of that water-generated power from WA is going to have to be sent south. In the meantime, WA is going to have to cover itself with wind turbines. Of course, the primary power uses on the west side will probably build all if the windmills where they don't have to look at them--on the east side.
To answer your question, I don't see how Centrailia will not be affected.
