Deliver on the early promises? That idiotic pipe dream isn't going to deliver on any promises.
The only realistic promise is the benefit to Bechtel's bottom line. As I have said before, barring any grand life extending discoveries, nobody over thirty will ever ride that thing. If it ever does begin operation, within 10 years it will be nothing but silent monument to government stupidity and greed.
I own my mother's house (actually it had been my grandmother's) house on Newhall St. about 100 yards from the ex-SP, now CalTrain ROW. The Newhall neighborhood association is already gearing up to fight the planned elevated trackway, estimated to rise 75 feet above the ground. Their objections just apply to about a third of mile---what do you suppose is going to happen along every inch of right away?
State and governments can find enough money to operate essential services but they have already blown 10 Billion on this thing. Where are they going to find the rest?
